ITSU-XX to be Held in Valparaiso, Chile on 3-7 October 2005

Welcome to Valparaiso, the venue of the Twentieth Session of the International Coordination Group for the Tsunami Warning System in the Pacific (ICG/ITSU-XX).ValparaisoThe Session will be held at the "Gala Hotel", located at Arlegui 273 in Vina del Mar.

This 20th Session is a milestone in several ways. First of all because of the number "20". Established in 1968, the ITSU programme, its ICG/ITSU and ITIC (International Tsunami Information Center) have been safeguarding the countries bordering the Pacific Ocean for nearly 40 years.

However nobody can forget the horrible images of the impact of the 26 December 2004 tsunami that killed nearly 200,000 people in several countries around the Indian Ocean, made many more homeless and caused tremendous damage. Many tsunami experts who have been involved in ITSU for many years have offered their expertise throughout 2005 to assist countries in the Indian Ocean to establish national tsunami warning and mitigation systems to protect their populations, as well as in developing a regional coordination framework (the IOTWS).

Early on in 2005 the IOC was requested by the international community to play a leading role in the effort to establish an "IOTWS". During the 23rd Session of the IOC Assembly (June 2005) several resolutions were adopted that established "Intergovernmental Coordinatio Groups" for not only the Indian Ocean region but also for the Caribbean and adjacent regions and for the North east Atlantic and Meditarrenean region. In addition a resolution was adopted that will seek to develop a global framework.

These developments will obviously have an impact on ITSU. During its twentieth Session the ICG/ITSU will need to consider not only the achievements in the Pacific region during the past inter-sessional period, but will also need to plan for the future taking into consideration this new framework composed of multiple regional tsunami warning and mitigation systems. The ICG may also wish to assess the strengths and weaknesses of the current system both at the national and regional level, learning from the extensive work now being carried out in the Indian Ocean.

The International Workshop "Large Recent Tsunamis in the Indian Ocean and Other Regions ", Santiago, Chile, September 29-30, 2005 in conjunction with ITSU-XX.

Convened by Emilio Lorca (Chile), Viacheslav Gusiakov (Russia), Francois Schindele (France).

Following the long-term practice of having joint IUGG/TC – ICG/ITSU technical workshops in association with ICG/ITSU sessions and in response to ITSU-XIX recommendation , the International Workshop "Large Recent Tsunamis in the Indian Ocean and Other Regions"  will be held in Santiago, Chile on  September 29 to 30, 2005, on a week before the XX Session of the ICG/ITSU to be held in Valparaiso, Chile on October  3 to 7, 2005. The main purpose of the Workshop will be to consider the present situation with providing the safety from tsunami hazards resulted from large destructive tsunamis occurred recently and in the past., to review the existing methods of tsunami prediction and mapping of tsunami hazard, to identify the gaps in theory and practice of tsunami warning and hazard mitigation, and to consider the ways for improvements of early warning reliability.

 

The scope of the workshop will cover the following basic items:

  1. The 26 December, 2004 and 28 March, 2005 earthquakes and tsunamis in the Indian Ocean  (observations, simulation, source mechanism, resulted damage)
  2. Existing methods and techniques for large earthquakes detection and estimation
  3. Tsunami early warning systems - current technologies and future perspectives
  4. New methods of tsunami hazard assessment
  5. Global tsunami database
  6. Tsunami geology and paleotsunamis
  7. Tsunami risk mitigation and countermeasures for specific coastal locations

 

The workshop format will include talks given by leading experts, presentations of participants and round-table discussions. The Workshop will be of interest to a wide community of researchers, emergency managers, decision makers, and other practitioners dealing with assessment and mitigation of tsunami hazard

 

The language of the Workshop will be English.

QUESTIONNAIRE: Assessment of Requirements and Capacity for an Effective and Durable National Tsunami Warning and Mitigation System

The following message was sent to all ITSU national contacts on 15 August 2005. The questionnaire was attached.

"Dear colleagues,

 As you may know missions have been undertaken to countries in the Indian Ocean region to assess existing and required capacities related to tsunami warning and mitigation. By the end of August we will have visited 16 countries. The collated information will be used during the second session of the ICG/IOTWS to develop a comprehensive capacity building programme for the Indian Ocean. The information we have collected so far is providing a wealth of information. The tsunami that devastated the Indian Ocean region on 26 December 2004 has shocked us all and reminded us that preparedness for a tsunami, no matter how rare an event, is essential to save lives and property.

 In the pacific, the ITSU programme has been in existence for 4 decades. Fortunately most of the countries in the Pacific have had few occasions to test their national system. However we may wish to investigate a bit closer how prepared and tsunamiready all ITSU member countries are. It may be necessary to review national structures and arrangements to improve tsunami-readiness and possibly specific capacity building will be required.

 As a first step we would therefore like to invite you to fill the questionnaire that we have used in the Indian Ocean region. We have recommended the Indian Ocean countries to fill this questionnaire in a group, composed of all relevant national stakeholders. This has proved to be very effective.

 I will be grateful if you can take the time to fill this questionnaire and return it to me by email, not later than 25 August 2005. It will be most useful if we can review some of the results at ITSU-XX. I realize that filling this questionnaire will take time and effort. However we believe that it will be a most effective way to assess future capacity building in the Pacific region.

ITSU Changes Name to PTWS

 

ITSU-XX

During the Twentieth Session of the ICG/ITSU-XX held in Vina del Mar, Chile in October 2005, the ICG/ITSU was renamed as the “Intergovernmental Coordination Group for the Pacific Tsunami Warning and Mitigation System (ICG/PTWS)”.  The change was made to align its name with other tsunami warning and mitigation systems that are being newly established as governing bodies under the auspices of the UNESCO Intergovernmental Oceanographic Commission (IOC). 

At the 23rd  Session of the IOC General Assembly in June 2005, the IOC adopted three resolutions which established the “Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWS)”, the “Intergovernmental Coordination Group for Tsunami and Other Coastal Hazards Warning System for the Caribbean and Adjacent Regions” and the “Intergovernmental Coordination Group for the Tsunami Early Warning and Mitigation System in the North-eastern Atlantic, the Mediterranean and Connecting Seas (ICG/NEAMTWS)”.   See ICG web sites in the upper right hand column.

New Terms of Reference for the ICG/PTWS were adopted to reflect activities in hazard assessment, tsunami and earthquake monitoring, resilience building and emergency management, and warning system interoperability, similar to the approaches taken by the other ICGs, and to recognize the IOC’s ITIC’s unique role as the provider of information and expertise for technology transfer, training and capacity building to nations and regions establishing and enhancing their tsunami warning and mitigation systems  In addition, the ITIC assumed the role of Secretariat for the ICG/PTWS.

The “Richard H. Hagemeyer Pacific Tsunami Warning Centre (PTWC)” in Hawaii will continue to act as the primary operational centre for the PTWS, noting that there are a number of other tsunami warning and mitigation capabilities in the Pacific.  The PTWC should play a lead role in establishing and maintaining consistency and interoperability between the national and sub-regional warning systems, and the international system which it oversees. 

To maintain the highest level of coordination, it was reaffirmed that the officers for the ICG/PTWS should consist of the Chair and Vice-Chair of the ICG/PTWS, the past Chair of the ICG/PTWS, and as ex-offcio members, the Director of the PTWC, and the Director and Associate Director of the IOC Secretariat for the ICG/PTWS, who will also serve as the Director and Associate Director of the ITIC.
